Brown the meats, then combine all other ingredients in the skillet, let them all simmer together for 20 minutes, add in sugar and cinnamon and let it simmer another 15 minutes.
While this is going on you will be cooking the pasta. Once cooked through, stir the pasta into the meat mixture mixing it well. Put all ingredients in a baking dish and cook for 45 minutes at 325. This one may sound complicated as there are more ingredients int here, but as all you have to do is dump and simmer, for the most part, it is actually fairly easy.
